Isn't the Open Access Policy a threat to academic freedom?

The Open Access Policy does not affect your academic freedom—rather, it helps you protect your rights as an academic. The Open Access Policy has nothing to do with your choice of topic, methods, or arena of your research, or where you choose to publish. However, when you do publish, the Policy assists you in retaining rights to your intellectual property, instead of transferring all of those rights to a publisher.
